Sheila Boltz is the founder of Turning Point Community Programs (TPCP), which began in 1976 in Sacramento. She established the original nonprofit residential program, Midtown Manor, serving approximately 40 individuals with psychiatric disabilities, and has guided the organization’s growth across Northern California.
